Maybe at the round start, implement some sort of mini quiz the players need to answer correctly before they play?
or atleast a menu with basic rules to get them started?

My idea was that every time a client joins the server, once they select a team, a SourceMod AMX menu would popup with basic rules on a few pages.

5. Scan bodies to help your

Maybe during the game if someone isn't sure about the rules, or forgot, they could type "!rules" or something to see that popup again, or an admin could re-enable it so they see it again. If they voted no on the last menu, maybe it could alert an admin so they can confront before an issue arises.
